深圳市残疾人联合会成立于1988年11月，由各类残疾人代表和残疾人工作者组成，内设办公室、康复就业部、组织宣传（权益保障）部3个部室。深圳市残疾人综合服务中心是深圳市残联的直属事业单位，是融残疾人自身代表组织、社会福利团体和事业管理服务机构为一体的全市性残疾人事业团体，主要职能有：代表残疾人的共同利益，维护残疾人的合法权益；团结教育残疾人，为残疾人服务；履行政府委托的部分行政职能，管理和发展残疾人事业。
